Commissioner/Authority Figure Chart

Has anyone done up a chart to represent one of the more common storylines in place today: the biased commissioner (or authority figure in EWR terms)?
Just wondering because it seems like, outside Cordanus, most of the commish's have been pretty bleah and I was thinking that someone with a major bias towards the heels or faces or whatver might lead to some interesting storylines.
