Chart moves..

I was playing legends today and noticed something...most of the action takes place on Level 2 Offense (or it seems). But when there isn't a chart (ropes or turnbuckle) on Level 2, it seems to slow down the pace of the game. I think there should be either a ropes or turnbuckle on Level 2 to make the game interesting.

Now granted, that's just my take.
