If memory serves me, he was talking about the revised power and agility rule from the official rules update, changing the rule from if the opponent has a negative power or agility rating, the move fails regardless of the offensive wrestler's rating, to if the offensive wrestler has a better rating, the move works.
One way that you can change it from it automatically working is by using the agility or power rating as a modifier to a roll. Let's see if I can articulate this properly. Basically, it's like the choice chart. I've done this in the past, and it has worked out well. I take the difference between the two wrestlers' appropriate rating, then subtract the difference between the ratings from a roll. If the result is six or lower (the six is the base), the move works. If seven or higher (seven is the base), it fails. (i. e. Thantos and Star Warrior are in a match. Thantos is on offense. Thantos goes for the neckbreaker-2(ag). Since Thantos has a -2 agility rating, and Star Warrior has a -3 rating, the move would work on a roll of five or lower. This gives Thantos the chance to hit the move, but still takes into account the fact that Star Warrior is more agile).
Like I said, this has worked for me in the past. It adds yet another roll to the match, but it added another facet to the game for me. ;D

I hope it works for you. Like I said, basically it's just an extension of the choice chart. I noticed that those were dependent on agility or power ratings. I just figured the same principle could be applied. Anywho, like I said, hope it works for you. Take it easy.
