Good question...I'd go with no, unless they score a 2 hour show and then I'd say yes to a TV Title or a 2nd level belt on par with the IC Title in WWE. That way, they can get away with having the NWA Champ not doing anything for weeks at a time...cause they'll have another belt (as well as the X Division Title, which is a different class belt) being defended once every two weeks or so.
Is it me or is TNA's tag division a little 'stagnant' right now?

I say no as well.
As stated before, there isn't enough time to have another belt, plus - the roster is too small.
They need to have the X-title be the launching point of their next big stars. We all know that Samoa Joe will become NWA Champ sooner rather than later and it's due to his run as X-Champ.
Another disappointing moment on last night's iMPACT! (5/4) as we see the almost unbearable return of Rick Steiner. *ugh*
This is WCW in the mid 90's all over again, but way worse. TNA should take a lesson from Paul Heyman. He never tried to sign "name guys."
He wanted to make guys a name. That is why he became so successful. TNA should be trying to build their current roster up more.

Is there any indication that Buff, Luger and Rick Steiner were anything more than one-off "pop the crowd" kinda things?
Sting's partner isn't going to be any of those three, and there's been no news that they have been signed to any deals.
You know who got the most time on Impact last night? Alex Shelley. From his involvement in Team Canada vs Team Mexico to his interview with Nash (which scared me until I realized the angle's supposed to be that Nash is delusional) to his main event with Christian Cage.
AJ/Daniels feuding with AMW is a better move than AMW/Team 3D, since AJ and Daniels are their boys, not "WWE castoffs".
The whole Sting/partner angle should have a pretty good payoff one way or another.
TNA's taking steps toward building up their current roster but, much like WWE, there will always be a certain segment that won't give them any credit for doing something right.

How bout the "Smark" belt. Ha...imagine this. The interactive Smark Title...'forget character development...it's all about the work rate'! Each week you can have a 'panel of pro wres experts' sitting ringside as they judge various nameless faceless X Division guys wrestling a grueling series of 5 minute spot-fests...with all the rapid pacing, no selling and acrobatics you could possibly ever imagine. Instead of 'fighting' each other....they are presented as competing in tandem to capture the 'smark title' by producing the highest possible 'work rate' intensive matches and win the most star ratings. In this setting the TNA crowd 'lets go X/ lets go Y' alternating chants would compliment that the two wrestlers are 'working together' to produce a great match for the smarks to enjoy. The word 'routine' would replace 'match' in a similar way that the word 'worker' replaces 'wrestler'. After the workers go through their routines they would stand center ring waiting for their 'scores'. Each judge would give a 'star rating' followed by public critique American Idol style. You can have someone like Dutch Mantell play the Simon role and enhance the appeal and uniqueness of the concept by allowing the 'smarks' themselves to play a decisive role by voting on the Internet as to how many 'stars' a routine should earn. Average out of the scores each week and determine which pair of X kids advance...and which two guys get the boot!
LWPD (that was actually paraphrased off a wacky Nick Bockwinkel idea....the sad thing is this can't be any more forgettable than the angles and booking concepts TNA Creative is already running with most of these kids)
