I need a little help

Hey Everyone in my NWA Style Fed I am thinking of finally adding a World Champion. How would you recommend deciding Contenders?

These are the thoughts I am currently debating although I am open to suggestions.

1.Only if they have held a Top Singles Title (IE Promotion's "Heavyweight" Title)
2. Have Held ANY title
3. Just whomever (Not leaning toward this)
