I voted for Konan, he is one of
my favorite current wrestlers in
wrestling today.
They are not listed, but a tag
team that I saw several years
back called the Medics kicked
some major butt. I saw them in
a Mexican Federation, not sure
what the name of the fed was,
but they caught my eye in how
they dominated a match.

Konan is one of Mexico's greatest stars
To bad most people dont know about his time in Mexico but just remember WCW
The Medics were a great tag team

I don't really like the Mexican style very much. (too much highflying, all highspots and nothing else for my taste) but:
Konan would be cool
the Guerrero Brothers (Hector, Chavo Sr. and Mando)
and of course the chairman of WCW... La Parka
if Ultimo Dragon finally gives up on WWE, I'd love to see him in the set too.

El Santo is THE Mexican legend, really. Mil Mascaras is a legend but his popularity pales in comparison by far.
They had a survey where they asked people in mexico to name a famous mexican star. El Santo rated fifth. This wasn't to name the top mexican wrestling stars, or top sports stars, but top famous people period, and Santo was fifth.
