MMA Rules Question

I came into a situation today with Cypher vs. Shylock.

Cypher hit a driving double leg takedown (L1O) and the result was KO / SUB on Shylock's (L3D). There was not a KO so at what level would the action resume on? Level 1 or on Level 3?

Since the move was a Level 3 in potency, and a takedown at that, the action would continue on the ground - Cypher takes over on L3O.
