How should I start my CPC Fed?

My GWF Fed is in 2104, so I'm getting ready to start the CPC years. I have CPC 2105 through 2108, so I know how things develop with the roster split.
I'm having a hard time deciding how to transition from one Fed to two. I've thought of three different ways to handle it.
No matter what I decide, I'm figuring of running my usual 30 GWF cards per year in 2105, and starting small with the CPC. Maybe 5 cards in 2105 and a very slow ramp up in later years.
OPTION 1
Handle everything "by the book". Anyone can wrestle in the CPC, and anyone except the Outcasts can wrestle in the GWF.
Pro's: It by the book! Great story lines and great feuds!
Cons: My Fed has a very detailed history. (All title histories, records and cards since 2087 are tracked). If I run things by the book, I suspect that the early history of the CPC is going to look weird. I want the CPC to start off with a small fed feel to it, I don't think that this will happen if I do things by the book.
OPTION 2
Have the roster split in 2105. The GWF roster would be by the book. The CPC roster would (tentatively) be:
Bishop Hell
Dreadnaught
Holocaust
Janus
Kati
Mad Jester
Matador of M83
Monad
Prodigy
Scourge
Terminus
Vanity
Zouave
The enhancement talent would wrestle on an as needed basis for both feds. They would be:
Gila
Romulus
Taurine
Pollux
Meteor
Pros: I have a defined CPC in 2105. The roster makes sense, meaning that I'm pretty much using only wrestlers that end up in the CPC anyway. My CPC Fed history will be really well defined.
Cons: The CPC years are a really good storyline, and it would be a shame to mess a bunch of that up by forcing an early roster split. I'd have to scrap most of the feuds in 2105.
OPTION 3
Run things by the book, but only let those GWF wrestlers who are feuding with the CPC wrestle in the CPC. Also, GWF wrestlers wouldn't ever get a chance at the CPC title (or at least until 2107 when Grogan and Ref Scourge stack the deck against them).
Pros: I keep the story lines and feuds intact. I'll have an early CPC Fed history that seems like it would be somewhat meaningful.
Cons: There wouldn't be any strong distinction between the GWF and the CPC. If the GWF can't compete for the titles, there will be about 9 wrestlers competing for 4 belts in 2105. Of course I could hold off introducing some of the titles until later.
I've gone back and forth on these ideas for a few days. Right now I'm leaning toward Option 3, but I've changed my mind often over the last few days.
Anyway, I'd love to hear any input you guys have to offer.
