I think it's unfair to say CM Punk has been a weak champ... at least so far. He's a favorite of the internet crowd, but to the mainstream he's still some midcarder from the WWE C-show that most people had only 'heard' was supposed to be pretty good. Punk was thrust into the role of the Raw champ in less than a month after he was brought to Raw, so you can hardly expect him to suddenly be the number one guy, title or not.
To me, it is still too soon to hold judgment about the handling of CM Punk's Raw main event push. On one hand, everyone wants to automatically draw comparisons to Rey Mysterio's reign because of how colossally bad that reign was handled. But on the other hand, Bret Hart and Kurt Angle didn't have the greatest first reigns either. Hell, Bret Hart's first pay per view title defense was not even billed as the main event, but as an undercard match, in a match against Shawn Michaels back when nobody would have even considered Michaels a serious threat to the belt.
And then there are people like Havoc who don't believe Punk has any business being anywhere near the title picture. B-)
