Hang on with me . In my CPC federation my contender is worked simple by a system . Winning your name goes on a list . Lose and you do not get added . If you won one and then lost , then your name goes off the list . Now the card before the next card (Where the is a CPC Heavyweight title match) . The No 1 contender is Puma . On this card coming up now it is Puma v Prince Zed . Puma does not show up . In steps Gila who gets beat to Prince Zed . Should Puma get knocked off the list , even though Gila fought in his place ? . By the way to add a twist to it all , the No 2 contender is Prince Zed , who beat Gila . Basically is it Puma or Prince Zed ? .

Seems Prince Zed gets the title shot. If Puma no showed, he does not get to be considered for the title. That is the same problem that has prevented him from getting a title shot in 2119 in my fed.
That, and Rubicon smacking the living crap out of him!

For me Puma was set to fight Rubicon for the top contender spot, but no showed the event. Talon took his place and won the match, thus being top contender. He then went on to win the Heavyweight belt and go on a huge winning streak to end the year.
So I say Zed is the number 1 contender.

Seeing as how Prince Zed is already the number 2 contender and the # 1 contender lost (either way you look at it, lost by proxy or losing by forfeit in not showing up)
So Zed should definetly receive the title shot.
