Tough division to call, but more for mediocrity than any team improving greatly and taking the next step.
The Bears are my pick, for the defense primarily. Some questionable offseason moves, coupled with often atrocious QB play, will lead to a regression of this team rather than a repeat appearance in the big game. They are a one and done team in my estimation this year in the playoffs, and they may not even get that far if Benson goes down. Their defense may be asked to do too much.
The Packers will contend in this division, but hover around 8-8. They are the definition of solid but unspectacular, and at this stage Favre may be asked to play too large a role in the team's fortune. I think that a few early losses will be disastrous for this team, as then the issue of QB raises its head and people will start debating whether Favre is helping or hurting the team. This is too big an issue to manage during the season, so it if comes up they are done.
The Lions, like the Cardinals, become the trendy pick for "experts" looking for that surprise team each year. And each year, they disappoint. Until they have a competitive season, I cannot see picking this team. On paper, they have some good to great players, and are the definition of a Madden team, in that offensive superstars abound but they fail to translate these statistics into wins on Sunday. The Lions have a better shot than the Cardinals this year, despite the Cardinals probably being the better team, as this division is pretty weak.

The Bears....the Packers had potential until Ted Thompson did jack $hit in the off-season and draft.
The Lions still have Matt Millen....therefore they still will suck.
