It depends on when you want to start your CPC fed. If the answer is 2109, then no, you won't have all the wrestlers. If you want to start in the current timeline, you will need the following 5 cards outside of CPC sets:
Exo-King- manager, found in Son of Bash Magnus Colby & Sonora Pelf- managers, found in Megatournament 2101 Prodigy- wrestler, found in Sudden Death 2113 Velar the Great- female wrestler, found in CPC 2106 (GWF Set) Scion Nexus- Sudden Death 2114
Exo-King and Colby & Pelf cards aren't REALLY necessary. Prodigy is on his way out the door (if not in 2120, then almost certainly 2121). Velar is important if you want a women's division, and not important at all if you don't. Scion Nexus is probably the most important of these cards.
I am assuming that you'll buy all of the Special Edition cards in addition to the sets.

Would buying all of the CPC editions get you all of the wrestlers to start in 2119?

No. The cards that Mike listed in his post are the ones that are not in a CPC edition. They are in GWF sets or special sets. You'll have the majority of the cards that you need, but the ones Mike listed are the ones that you would be missing.
