No, you won't be able to play COTGonline if the power goes out - it's an online game. In that respect, it's no different from World of Warcraft or the way they're doing Magic: the Gathering now.
However, you will have the option of either (A) buying a paper set or (B) printing out your own paper set for every set that gets released. So you're going to have a way to get things on paper and play when the internet's out at your house, or outside on the back porch, or whatever you might need the paper cards for. That option will still be there for you.

So you can print that set but not order a card set is how I've understood everything that has been said so far. Is that right?
