I rarely (never?) agree with Payback, but his suggestion of Cody Rhodes is an excellent and fitting choice. Drawing on wrestling history and simultaneously truly making a new star in Rhodes, it would be both logical and productive.
So Rhodes gets my vote, followed by a heel CM Punk.

Seriously, why is Cody not an option here. I doubt it will happen but it is one of the most logical options. Also, if done right, it could be pretty cool. And it frees up the rest of the main eventers.

My head says CM Punk will be stuck in another MITB match come WM time. My head also says Triple H or Batista will be the guy to retire Flair. I really hope they don't waste it on Ken Kennedy.

It's got to be Edge. Edge is on his way to being one of the greatest heels of all time. Ending Flair's career will seal it. As I mentioned in another thread, I think Flair will win MITB at Wrestlemania, only to challenge Edge later that night. It will then that Edge ends the career of Flair.

If Cody Rhodes doesn't do it, which is very possible because his character isn't built up enough yet, I would like to see Edge do it. It would be a sweet way to end WrestleMania.

HBK will do it. Didn't anyone see RAW the other night? After Flair and HBK had their little talk, the camera stayed focused on HBK's expression, which was rather bland. I think HBK might give it a shot.

Flair overcomes the odds and wins the Royal Rumble, earning his shot at Orton at Wrestlemania. After 45 minutes, Flair wins the title in a brutal, bloody war. Flair can barely stand as he holds the title up and the crowd goes nuts until... KENNEDY! Kennedy, having won Money In the Bank just hours ago comes out with a wild look in his eyes. The crowd boos like never before and Kennedy slowly makes his way to the ring with a smile on his face. Flair looks tired at first, then puts his fists up and says bring it on! Triple H comes out to beat down Kennedy, but a battered, worn out Flair tells him to go to the back. Flair is going out like a man. The first ten minutes of the match Kennedy destroys Flair. He unleashes a new arsenal of moves that totally devastate Flair. Kennedy starts going for the pin, but can't keep Flair down. Kennedy is getting pissed and the crowd starts chanting for Flair. Kennedy kicks Flair in the face, but Flair stands up and takes a few more shots until Kennedy looks scared. Flair starts in with his offense - kneebreaker, chop block, etc. He knocks Kennedy down with a big right hand that floors him, and - for one last time - Ric Flair struts around the ring and lets out a "WOO!" heard 'round the world. Flair goes for the figure four, but Kennedy kicks Flair off, knocking the referee around, but not down. Kennedy pulls out a pair of brass knuckles and lays out Flair. Flair's face is bruised and covered in blood and he's motionless. Kennedy limps to his feet, climbs the top rope, and nails the Kenton Bomb. The crowd is in a frenzy as Kennedy covers the legend and gets the 1-2-3. Kennedy's celebration is brief. He's in tears as the crowd tosses trash at him. Kennedy leaves with his belt, but at the top of the entrance ramp he turns around and with mic in hand: "You morons wouldn't know a true champion if he slapped you square in the face! I just beat the greatest of all time, and this is how you show your appreciation?! Well you'd better get used to me, because this starts the VERY long reign of MISTEEEEEER KENNEDY!" Kennedy tosses down the mic and storms through to the back with a snarl on his face. Seconds later he storms back out, picks up the mic: "KENNNNEEEDDDDYYYY....." Boos falls into silence... Flair starts to get to his feet. The crowd starts cheering him up. Flair is finally hanging on the ropes and the crowd erupts with appreciation for the legend. With tears in his eyes, Flair gives one last promo telling the crowd how much he loves them and the business. And while he may not wrestle again, he'll always be the Stylin', Proflin', Ric Flair. But yeah, HBK beating him would be neat too.

Well, my pick would be MVP. I think he's ready to take that next step and become a top heel, and ending Flair would do the job. But that's not how I see it happening.
Here's the scenario I see happening. Flair's career will end at the Rumble. He'll survive until then with the help of his friends; Batista, HBK, Triple H, and maybe even Piper, Slaughter, and Simmons. Vince will order Flair to enter the rumble at #1, and inform him that if he fails to win, his career will be over. Flair will put up a valiant effort, and in the end it will come down to Flair, Triple H, and a heel. Probably Kennedy, but maybe Umaga. Flair and Triple H work together to eliminate the heel, leaving just the two of them together. There's a tense moment where it seems Triple H is going to attack Flair, but he just can't do it and he starts to climb over the top rope to eliminate himself (While JR talks about how much respect Triple H has for Flair, and the King screams at him for throwing away a title shot), but Flair stops him. Flair climbs over the top rope and drops to the floor. The crowd is stunned, the broadcast team is speechless, Triple H is confused. Flair takes the mic and gets back into the ring. He talks about how he knew he couldn't go on forever and wanted to go out on his terms, not Vince's, and makes Triple H promise to win the world title from Orton at Wrestlmania. The crowd goes wild and Flair and Triple H share a hug in the ring. Then, the heel they eliminated together climbs out from under the ring and attacks Flair. There by setting up Triple H with a place holder feud between the rumble at Wrestlmania.

Well, before Kennedy lost his MITB title shot to Edge, he did say that he was cashing it in at this coming WM. If commentators say what he did was cheap, and underhanded, all he has to say is that "Flair should have been prepared, for I announced it last year when I planned to cash in. I was fair and honest with everyone." It would make sense and, not to mention, would be a great heel move on Kennedy's part. Seriously, if my original idea is wrong, I hope Knapik's is right.
