I voted maybe. When Rhodes came out of TX in the 80's and came up to work Madison Square Garden against Superstar Graham..they sold the place out..because Rhodes was a face on par with what Hogan achieved. I believe Rhodes & Graham sold out Madison Square 3 different times because the matches were what people had never seen before (texas bull rope match comes to mind)
There is no way that Dusty could have filled the same spot as Hogan did...because that wasn't the kind of character Rhodes was...he was a plumber's son from Texas..he connected with the crowd because he looked like one of them..and talked like them..
Hogan was over because of his accomplishments..and his physique... Rhodes was over because of his character and charisma more than his accomplishments I think. People just loved him. And I will probably be ridiculed over this but in my opinion, Rhodes had more charisma than Hogan did...Not his polka dot days of ridicule...but his late 70's early 80's character. WAY, WAY over..in a way that Hogan achieved later on in his career.

The thing with hogan, he kind of lucked into a couple things. the name hulk hogan, just sounds like a wrestler, and the look he had. So no, i don't think anyone would have been as big as he was then.

Honestly, other than Hogan I think David and Kerry Von Eirch would have been the only possible guys who could have done it. It's like one said...they had a charm and a look that just made you want to like t hem no matter what. Kevin on the other hand lacked that charm for some reason.

As much a fan of Dusty as I am, I have to vote no, and pretty much for what everyone has already said regarding the crossover appeal. The WWF would have made plenty of money with Dusty at the top of the card, though.
I agree with Mark T's assessment of Kerry Von Erich. He was pretty bad on the mic, mainly because he always sounded so dumb, but he did have charisma and plenty of charm to go with his confused verbal skills. Simply put, Kerry was a superstar, and with a healthy mind and body, would have been Top 10 all-time.
David had a lot of charisma and was an excellent in-ring wrestler, as well. I cannot for the life of me, though, figure out when Troy watched Kevin and said, "You know, he's just missing something that those other two have." Kevin had all the ability and charisma of the other two.
It is saddening to think about a cemetary in Texas housing the bodies of two of the potentially-greatest wrestlers ever, and as a result the heart of a third guy who could have been at that same level.

What part about the original question do you not seem to get?
The question about Dusty being able to run at the top in Hogan's place is under the circumstance that Hulk never returned to the WWF after Rocky III. That means Hogan and his ego would not have been around to hold Dusty back.

He didn't do it for me. I loved watching him wrestle........I was amazed a lot of people when they saw Scott Steiner do a rana as such a big deal as Kevin had been doing them for years. But, Kevin just didn't feel the same......maybe it was his look......he was skinnier and didn't have that superstar feel.
