To your GWFZ if you are playing like a separate fed. I put Minotaur and Switchblade on the roster because I really dug Blades last card and only got a little use out of it. Minotaur also showed up on his tour of other feds(ala 2121 handbook) also anyone on the GWF roster (mainly the lower and mid-card guys) have a rovolving door pass into the GWFZ.

I've added a few: Cyclone and Rune Larrs as a tag team managed by Johnny Rocket. Mourn, Density, and SuperNova round out the roster. Switchblade is also with my GWFZ cards, but his originally intended roll as a foil to the Omega clan and the ZDF ended up going to Rocket. He runs the wrestling school where some of the prospects come from, so he might make an occasional appearance. With only 24 cards a year 18 full-time wrestlers should be plenty.
