I would either use Title-vs-Title or World Title.
Another idea would be to add a stip used by JCP in the early 80's when the TV champion or secondary champion faced a higher-level champion (like the US champion):
Place the US Tag-Titles on the line for a portion of the match, either first few minutes or first three-four tokens earned. After that portion only the World Belts would be on the line. I always liked this stipulation.
