I remember this discussion with Rick Rude's RUDE AWAKENING. So I thought a topic like this could start getting some good discussion going for Legends Teams.

I've always viewed 4 (1) and 5 (2) as signifying Main Event level. Semi-main event level talent that could possibly transition into the upper tier were best represented at 6 (3). Mid card/Jobber to the Stars level would hit 7 (4)...with 8 (5) or higher signifying an enhancement talent role.
Based upon how he was booked I'd peg Brad Armstrong at 7 (4). He held several regional titles in singles but his reigns were always fairly short and he was never positioned to carry a promotion for any marked length of time. In terms of how he was booked on a larger stage during his runs in JCP and WCW...he was basically second tier and a solid hand...but never really a main line player. He could always be counted on to put on solid matches with Barry Windham, Tully Blanchard or even Ric Flair on the syndicated shows...but always came up short. He wasn't positioned as 'the' top challenger and there wasn't any angle support for top level programs at the house shows...his role was self contained and limited.
I can see his card featuring good agility, capable tag skills and a slick technical move set...but it should be tempered with a sub par defense that allows for his opponents to make their comebacks and slanted downward with a 7 (4) pin. The argument for 6 (3) fades when you further take into account the caliber of the talent already in the game that the standard is measured against!
LWPD (there was a great 2 out of 3 falls match from WCW Saturday Night back in 1992 that showcased Brad's in ring proficiency at it's best....but much like a 7 (4)...BA dropped two falls straight in an impressive yet losing effort)

LWPD couldn't have said it better.

Well said LWPD. It is important that the cards represent the way that they performed in the ring. Gorgeous George's card loses almost every time but he should probably be facing top level guys because that is where he was on all the cards that he was on.

But do remember, he's probably going to be forming a team with Bullet Bob, so it could be a 82-83-84 version. But, a good tag specialist, which would offset a higher PIN rating somewhat.
Maybe like a Bagwell

Well, it looks like we're all pretty much in agreement after LWPD's post. Not to bore you too much, but a wrestler with a 7(4) PIN rating has about double the chance to get pinned (16.7% to be exact) after the first pin cover of the match as someone with a 6(3) PIN rating (8.3%).
However, I would only give Brad one down-3 on L3D rather than two. A PIN 7(4) with two downs on L3D to me basically is a jobber in LOW, and Brad Armstrong deserves better than that.

That's my problem with Hacksaw Duggan. I agree with his 7(4), but wished he only had one down - 3

7(4) would be fair in my opinion .

Maybe like a Bagwell That would be very good because in singles he would probably lose to all the main eventers and probably alot of mid carders but in tags he would be able to do a bit better. I just need a good tag partner for Buff so that he can start to do better than he has been.

You know who I have Buff teaming with and they're a surprising decent mid card team...Playboy Buddy Rose.
They're not in the Warriors or MX's league, but they hover around .500

In my previous fed, I teamed up Buff Bagwell and Brutus Beefcake with COTG's Cassandra s their manager and called them the Heart Thrashers. Bagwell and Beefcake did well together and when I ended my previous fed they had just become tag team champions by defeating the Killer Bees. In fact, the Heart Thrashers worked so well together that I brought them back to my current LOW fed Major League Wrestling.

I believe a 6 would suit B.A. well.

7(4). It just seems the most reasonable for him.
