Distractor rating

I am returning to CotG after being away for many years, so alot of the rules & charts are not clear. That being said:

How do I play the Distractor Rating on some of the cards? If I need charts to run these ratings, which ones do I need to get?

you have to roll less than the rating to succeed.2- 6 sided is all you need.
