Funny you should say that.
I would say Justice.
I think his incarnation into Dark Justice was Tom's way of giving the people a character they really wanted, but while very good, he was never on the level of his first card...I remember when Justice was a cult Legend...
Having two of the most God-awful crap drawings in the history of the game didn't help I'm sure.
Vyper is a close second.
Both Justice and Vyper are in my HALL OF FAME and my H.O.F. doesn't even have 20 guys in it...so that tells you how hard it is to make it.
Both had stellar careers, and held the GWF GALAXIAN CHAMPIONSHIP a numberof times.

Another easy one...Dark Justice! He was fabolous and held several titles in my fed but overall never seemed to snatch headlines like the others.

Between GWF and CPC, nobody has held singles belts for me longer than Colossus has in cumulative time holding belts. Gotta go with him, even though he may have been seen as more of a top-tier guy than some others listed.

Heracles. He turned on Chaos and the two had a hell of a feud. Truthfully, he is one of the only opponents that matched up well with Chaos for me.

Janus was amazing but 3rd best to the greatest 2 men ever in wrestling, Chaos and Matador of M83.

I turned Iron Mane into a heel before I ended my run years ago (before restarting this past year). Mane and Spike (as a face) feuded for a long time. I had Mane as a vicious and savage animal. I just didn't care for his good guy character because his card had a menancing look to it.

I say Vyper. The guy had a solid card and did very well in my fed, but never got the big push in the official handbooks.

I'd have to say Janus was by far the most underated. If Dark Justice hadn't spent most of his career as a tag wrestler he'd be pretty close.

also, i think that a lot of the guys on the list weren't really under rated...but under achieved. They were cool characters that you wanted to do well, and gave them a push but never delievered.
