Legends and Licensing

I was wondering if someone has any clue as to how the Legends contracts actually work -- such as, is it a one-time deal or are royalties involved, etc?
The reason I ask is this: I have some indy friends that I would like to make a card set with. However, as they'd technically qualify as bootlegs (although official bootlegs), I'd most certainly stop offering them if any of the guys and girls were signed to a legitimate Legends contract (no offense to my friends, but I really don't see that happening anytime soon).
Basically, I don't mind spending money on my new/old favorite hobby. Sure, most of them are probably people you've never heard of, but they'd be fun to have for those who wanted them. Besides, first and foremost, I make cards/bootlegs for *my* enjoyment, not financial gain (I have a job that takes care of that for me) -- it's become my new hobby, I think.
Plus, I think it would be a way to help promote LoW to people who have never heard of it with free advertising for Filsinger Games ( ), my favorite game company in the world, by the way.
So, it's not like I'm trying to step on any toes (or even worse, make yet another CotG rip-off -- you know who you are) by going out and signing my good friend Hulk Hogan to my own little Legends contract (trust me, if I knew Hogan like that, I'd send him directly to Tom).
I'm more referring to people who, most likely, would never otherwise appear in LoW.

Note: I have met Booker T on several occasions though (since I live in Houston and we go to all his PWA shows) -- enough that he recognizes me on sight -- and would be more than happy to show him LoW at the next show later this month, with all the relevant information for contacting Tom and the gang (especially since he's now free of the WWE yoke).
