Tom (or Mark or Kris or anyone else who would know), has there ever been any thought or discussion about getting together with TNA or ROH to do a LOW set based around one of those two feds? Is such a thing even feasible?

I would buy both but I don't think a RoH set would have enough wide spread appeal for Tom to really find it useful. The TNA set would as it would give him access to bigger stars like Sting, Scott Steiner and Kevin Nash.

I don't see something like this for either fed happening. Even in TNA not enough widely known names, too many in both that are good wrestlers but not 'legend' although I have no problem with all the others in the game who are not the best of the best. Plus I'm sure most of those rosters Tom doesn't know who they are but if he got input from Tim and Chad and had the opportunity to talk to someone then he might sign a few here and there. If such a thing as a promotion or territory based whole or themed set were done something like Mid-Atlantic, Florida, Mid-South, etc. would be better IMO.

I would go for either set. The chance to have the Dudley's battle the Road Warriors. AMW battle the Kangaroos/ Sting vsGotch. Steiner vs ...well you get the point. The ROH guys would quickly fill up my X division where currently Danny Hodge resides.

TNA would be the better of the two as they're more likely to fit in without being "low-level" Plus a chance to run Raven vs Sandman vs Sabu would be great.

Agreed, would love to see Raven vs Sandman and The Dud...erh, Team 3-D vs The Road Warriors or Midnight Express.
I'd also love to see a guy like Samoa Joe hook up with Frank Gotch

I think the problem with a ROH one is that I don't believe their guys are contracted meaning that each guy would have to be contacted like normal and then ROH on top of it to call it an ROH set. Where as TNA if you got their permission you could use anyone under contract to TNA such as Raven, 3D, Rhino, Christian, etc. etc. etc...

I always thought that about bootlegs, but that was when I just played COTG. One of my reason was I stayed pretty much within the Filsinger storylines from year to year.
But in Legends, there are only so many you are going to get nowadays. Plus, I think most of us who do create Legends bootlegs work hard to really make sure they follow within the guidelines and will fit within the Legends community.
But I can see why no one will use bootlegs though

I actually started using the TNA bootlegs with a couple of friends. They seem to really enjoy them where they didn't care for the GWF all that much. Quick note champs are...Samoa Joe, AMW & Jay Lethal

I just printed out some of the TNA cards. VERY NICE!!!!!!!!! I find it hard to find time to run both a CotG and LOW league. But I will have to squeeze in some time for a TNA fed.
