Is there an official explanation/ruling somewhere as to how these type of finishers work exactly?
Take The Betrayer for example. His finishers all work correctly on -
rolls of 2-7 plus or minus opponent's power rating.
Is it based on just the opponent's power rating or the opponent's power rating vs. The Betrayer's?
It seems to be hinting at the former option, however the latter option seems more accurate and realistic.

My assumption is the the 7 baseline already factors in Betrayer's power.
I could see that argument more on the choice charts.

The Betrayer's power rating doesn't have anything to do with it.

Yep it's the opponents. Just an example, take Valour. I think his power is a -3 (dont have the cards on hand).
That means if it's a 2-7 +/- Opponent's power rating, you'd just take away 3 from the 7. That means against Valour, it would only work on a roll between 2-4
