According to the official storyline, in what year does Commander Sam go from full-time wrestler to part-time wrestler/manager, and in what year does he become a full-time manager?

its 2094 or 2093 i think.

In 2096 he retired and became a full time manager.

Commando Sam's manager card came out in 2096. But the Sudden Death 2095 handbook says: "Late in 2094 Commander Sam announced his formal retirement from the ring to devote himself full-time to managing the FDF."

2092 he becomes a manager while wrestling occasionally. And yes, he retired late 2094 to manage though he didn't get his new card till 2096.
