I am pretty sure it is hobgoblin. I saw some clips that showed the armour from the first one but painted up like Hob goblin so look for that.

Saw the trailer today in the theater before Superman Returns. I thought the main villain was going to be Venom? But yeah, my vote goes to the Hobgoblin rather than the Green Goblin as well.

Hm. The picture I saw showed Hary in a purple and green outfit that didn't look much like his father's armor at all.
As for Venom, all we know for sure is that the symbiote costume is in it and Eddie Brock is in it. Nothing confirmed that they merge into Venom in this film.
