Rush isn't in the official storyline, so he will not be in the New Beginning Pack.

Thanks for all the answers. I do plan on ordering the digital New Beginning set. The only question is whether or not I order the Game Table along with the New Beginning . After trying the Game Table during the stress test, I will decide which COTGONLINE package I want.
